Sound measurement for VvEs and property managers: objective evidence in disputes.

Noise complaints between residents are one of the most common disputes within a homeowners' association (VvE). KGI Groep supports owners' associations and property managers with independent measurements, legally usable reports and advice on decision-making about floor insulation and renovation. Operating throughout the Benelux.

When to engage KGI Groep

When an owner complains about impact noise from upstairs neighbours. In a dispute about the interpretation of the house rules or the splitting deed. To substantiate a decision on mandatory floor insulation. When in doubt whether the existing floor insulation still meets the requirements. Prior to large-scale renovation or alteration in the building. In preparation for a procedure at the cantonal court or dispute committee.

What we measure and report

Impact sound insulation between dwellings compliant with NEN 5077 and NEN-EN-ISO 16283-2. Airborne sound insulation between dwellings and common areas. Testing against Building Decree requirements for existing buildings and new construction. Comparison with target values for improved sound insulation. A clear report with measurement results, standards testing, conclusion and concrete advice.

Decision-making about floor insulation

Many VvEs struggle with the question of when hard floor covering is still acceptable and when additional insulation should be required. KGI Groep advises the board on realistic standards, technical solutions and cost estimates. An objective baseline measurement prevents endless discussions during the annual general meeting and gives the board a factual basis to present a decision to the members.

Independent and legally usable

We measure without interest in the outcome. Our reports are accepted by cantonal courts, dispute committees and legal expenses insurers. For procedures we regularly cooperate with lawyers specialised in VvE law and neighbour law.

Process for a VvE engagement

Step 1: intake meeting with the board or the property manager about the situation and the objective of the research. Step 2: tailored quote, often within 48 hours. Step 3: planning the measurement in coordination with both parties. Step 4: on-site measurement, usually within a half day. Step 5: report delivery within two weeks. On request we explain the report during a general meeting or board meeting.
