Conversion permit: acoustic report for room rental.
When converting an independent home into non-self-contained living units (room rental, room hire) the municipality requires a conversion permit on the basis of the Housing Ordinance. An acoustic report is mandatory. Without it your permit will not be granted.

Every new room or unit must meet the new-build requirements from the BBL: impact noise LnT,A less than or equal to 54 dB and airborne sound DnT,A greater than or equal to 52 dB. There are no exemptions. This applies to the sound insulation between rooms and between rooms and shared spaces.

Our approach to conversion permits
Inventory of the existing construction and floor plans. Measurement and/or calculation of the sound insulation compliant with NEN 5077 and NEN-EN 12354. Testing against the new-build requirements from the BBL. If required: preparation of a sound plan with the necessary improvement measures and product specifications. The report is directly usable for submission to the municipality.
The sound plan: what if the insulation is insufficient?
In existing buildings the sound insulation rarely meets the new-build requirements. We therefore prepare a sound plan with the necessary measures: floor insulation, wall insulation, sound-resistant doors and possibly ceiling insulation. The municipality grants the permit on the basis of this plan. You are required to implement the measures before you start renting out.
Note: municipalities are checking more actively
More and more municipalities (Amsterdam, The Hague, Utrecht, Eindhoven, Rotterdam) actively check whether the measures from the sound plan have actually been implemented. Fines for violations can reach EUR 12,000 or more. A post-measurement after implementation is therefore advisable.
